Capacity building refers to the training of Customs personnel to improve their capacity to perform their duties. In 2005, The World Customs Organization (WCO), recognizing the importance of capacity building, published its Customs Capacity Building Diagnostic Framework, which seeks to improve the design, implementation and evaluation of capacity building projects and ultimately improve the performance of Customs administrations around the world.
